City Council Meeting – 7:00 p.m.

San Carlos City Council meets on the 2nd and 4th Mondays of the month at 7 p.m. at City Hall Council Chambers unless otherwise noted. The agenda will be posted on the Thursday prior to the meeting on the site listed below. Hard copy packets are also available for viewing at City Hall at 600 Elm Street as well as the San Carlos library at 610 Elm Street.

AGENDA

This meeting will be conducted both in-person at City Hall and virtually via Zoom. Members of the public will have the option to observe the meeting and address the City Council as outlined below.

In-Person Participation:
Location. City Hall – 600 Elm Street, Council Chambers.
Masks are no longer required, but are still recommended by the California Department of Health. To maintain public health and safety, please do not attend in person if you are experiencing respiratory symptoms (e.g. cough, runny nose, and/or sore throat).
Provide Public Comment. To address the City Council on any item on the posted agenda, fill out a Request to Speak Form located in the back of the Council Chambers and submit it to the City Clerk; or, you may raise your hand when the Mayor calls for public comments.

a. Present a City Coin to Community Volunteer Cori Carpenter.
b. Present City Coins to James Regiano, Kuuipo Unga, Olga Girard, Karthik Suresh, and Estelle Ravaria in Recognition for their Heroic Actions on September 17, 2023 at Highlands Park.
c. Receive Updates from Silicon Valley Clean Water on Their Operations.
d. Receive an Annual Update from the Community Foundation of San Carlos.

6. COUNCIL COMMUNICATIONS AND ANNOUNCEMENTS

Council Communications and Announcements are brief items from members of the City Council regarding upcoming events in the community and correspondence that they have received. They are informational in nature and no action will be taken on these items at this meeting.

7. PUBLIC COMMENT

Persons wishing to address the City Council on matters NOT on the posted agenda may do so.

Each speaker is limited to two minutes. If there are more than five individuals wishing to speak during public comment, the Mayor may choose to allow the first five speakers to speak during this time, and the balance of the Public Comment speakers will be called upon at the end of the Council Meeting.

If the item you are speaking on is not listed on the agenda, please be advised that the City Council may briefly respond to statements made or questions posed as allowed under the Brown Act (Government Code Section 54954.2). The City Council’s general policy is to refer items to staff for attention, or have a matter placed on a future City Council agenda for a more comprehensive action or report and formal public discussion and input at that time.

8. CONSENT CALENDAR

a. Motion to Waive Reading of All Ordinances.
b. Approve the August 28, 2023 City Council Special Meeting Minutes.
c. Approve the August 28, 2023 City Council Regular Meeting Minutes.
d. Adopt a Resolution Accepting the 7 Winding Way Guardrail Project C1744 and Authorizing the Public Works Director to Issue and Record a Notice of Completion.
e. Adopt a Resolution Authorizing the Approval of Exhibit C to the Second Amended and Restated Agreement Between the Cities of Redwood City and San Carlos for Fire and Emergency Services for Fiscal Year 2022-23 in the Amount of $9,067,435.
f. Adopt a Resolution Authorizing the City Manager to Execute an Agreement with Tyler Technologies, Inc. to Implement a Cloud Hosted Enterprise Permitting and Licensing System and Upgrade the Existing Tyler Technologies Financial System to a Cloud Environment for Integration Purposes in the Amount of $716,253 for a Three-Year Contract with the Option to Renew the Annual Subscription Services Until the Systems Need to be Replaced and Authorizing a 20% Contingency During the Implementation Period.
g. Adopt Ordinance 1600 Amending and Replacing San Carlos Municipal Code Chapter 8.07 – Tobacco Retailer Permits, to Consolidate and Clarify Existing Definitions and Enact Additional Requirements for Tobacco Retailer Permits to Align with the County of San Mateo Model Ordinance.

9. STUDY SESSION

a. Discuss and Provide Direction on the Northeast Area Specific Plan Draft Concepts and Land Use Options.

10. NEW BUSINESS

a. Consideration of Adopting a Resolution Finding that Hiking and Pedestrian Use of the One-Foot-Wide Non-Access Strip and Easement at the End of Los Vientos Way Dedicated to and Accepted by the City of San Carlos is Consistent with the Public Use Granted.
b. Consideration of Adopting a Resolution Setting a Public Hearing for November 13, 2023 to Consider a Four-Year Rate Plan for Residential and Commercial Solid Waste Rates, Including Unscheduled Services, Pursuant to Proposition 218.
c. Consideration of Adopting a Resolution Amending the Employment Agreement with Jeff D. Maltbie, City Manager.

Items discussed in this Agenda Setting Section will be considered by the Council for placing on a future agenda. No action will be taken on these items at this meeting.
